In life usually the fir-tree is cut down and then it is decorated. But in this story everything is on the contrary. The tree was decorated and then cut down. It was decorated with omnifarious footwear and cut down by vandals [ˈvændl], regretfully.
The tree of Old foot was situated in Nevada [nɪˈvædə], the USA. And its history takes roots in early 1990ths. When people began bringing to the tree their worn and unsuitable boots and shoes and festoon them on the branches.
According to the local legend, a couple of newlyweds who crossed the desert on their way to California [kælɪˈfɔːnɪə] tuned out the first one made a start. Along the way, an argument broke out and the young man, in order to stop the senseless swearing, left his wife under a tree, refusing to follow farther while being furious. He made for a mug of beer to calm himself down to the nearest eatery. Returning from the bar, he found his wife still in the low spirits and weeping. Without thinking twice, he grabbed her shoes. Then he threw them up a tree, showing his indignation. And impossibility to continue the journey and came back to the bar. The next time he returned to the tree, he found his wife conscious and in a more peaceful mood. Having reconciled, they went on their way, and the shoes remained hanging.

It’s not just boots on wires and trees. It’s a whole subculture! Sometimes this phenomenon is called “shoe tossing” or “shoe flinging».
